Objectives:

Upon successful completion of the course, students will be able to: demonstrate a thorough understanding of human resource management practices in the public sector, including recruitment, selection, training, and development processes, and how they differ from the private sector; apply strategic human resource management techniques to address workforce planning, talent management, and organizational development in public sector organizations, ensuring alignment with organizational goals and public service missions; design and evaluate effective performance management systems that enhance employee performance and accountability, incorporating methods for setting performance standards, conducting evaluations, and providing feedback; integrate ethical considerations and promote diversity and inclusion in human resource management practices, ensuring fair treatment, equal opportunities, and adherence to legal and ethical standards in the public sector.

Instruction:

This graduate-level course is designed to provide students with a comprehensive understanding of the principles, practices, and challenges of managing human resources in public sector organizations. The course covers key topics such as recruitment, selection, training and development, performance management, labor relations, and diversity management. Emphasis is placed on developing strategic HR competencies that align with public service values and ethical standards.

Credit recommendation:

In the upper division baccalaureate degree category OR in the graduate degree category, 3 semester hours in Management, Human Resource Management, or Public Administration (10/24).

Objectives:

Upon successful completion of the course, students will be able to: analyze leadership theories and styles: demonstrate a comprehensive understanding of major leadership theories and styles, including transformational, transactional, and servant leadership, and analyze their applicability in public sector contexts; develop strategic leadership skills: apply strategic leadership skills to develop vision, set goals, and create strategies that align with the mission and values of public sector organizations, ensuring effective governance and public service delivery; enhance organizational performance: implement leadership practices that improve organizational performance, including team building, conflict resolution, and decision-making processes, to foster a productive and collaborative work environment; promote ethical leadership and accountability: integrate ethical considerations and promote accountability in leadership practices, ensuring transparency, integrity, and adherence to public service values and ethical standards in managerial roles. 

Instruction:

This graduate-level course focuses on developing the essential leadership skills and managerial capabilities required for effective public administration. The course explores various leadership theories, styles, and practices, emphasizing the unique challenges faced by leaders in the public sector. Students will learn to apply leadership principles to enhance organizational performance, foster a positive work environment, and drive change in public organizations.

In the graduate degree category, 3 semester hours in Business, Management, Leadership, Public Administration, Human Resource Management, Finance, or Non-Profit Management (10/24).
