Overview

The New York State Department of Corrections and Community Supervision, an NCCRS member since 1978, is responsible for providing effective and efficient correctional programs in New York State. The Department employs approximately 26,000 persons, including some 18,000 correction officers in work settings at 50 correctional locations, including correctional camps and community-based facilities.

The Training Academy provides entry-level training for new officers, regular in-service programs for permanent staff, management and executive development programs, and liaison activities with higher education institutions. Tuition support programs are available and coordinated by each employee's negotiating unit.

Train-The-Trainer - Chemical Agents (also known as Chemical Agents Instructor Development Course or Chemical Agents)

Instruction:

This course builds on the Train-The-Trainer course. Participants develop individual lesson plans and evaluation materials and deliver presentations on the specialized content. Major topics include: discussion of modern chemical agents and their effects; methods of dispersion; toxicity; decontamination procedures; departmental guidelines for their use; and demonstration of the physiological effects of certain chemical agents.

Train-The-Trainer (MPTC Instructor Development School) (also known as General Topics Instructor Development Course or General Topics Instructor Development School – TTT)

Learner Outcomes:

Version 1, 2 and 3: Upon successful completion of the course, students will be able to: contribute to the development of a needs assessment and task analysis; develop complete performance objectives; select instructional strategies that relate directly to performance objectives; demonstrate a variety of instructional delivery strategies; produce and use original training aids effectively; and design test items in a variety of formats that measure performance objectives appropriately.

Instruction:

Versions 1, 2 and 3: Major topics include: legal aspects of training; needs assessment; task analysis; developing performance objectives; instructional strategies; designing instructional delivery strategies; production and use of training aids; instructional evaluation; test item design in a variety of formats; link between test items and performance objectives; group discussion techniques; applying the basics of group discussion to specific techniques; using lecture and demonstration as teaching strategies. Students submit two well-organized lesson plans and present the courses to their peers and instructors using research materials, models, handouts, and other illustrative materials during a five and ten-minute presentations on subjects not related to the field. Students also present a fifty-minute lesson plan on a corrections-related topic utilizing various training aids. Presentations are recorded by video camera to aid in feedback and evaluation.

Version 1: In the upper division baccalaureate degree category, 4 semester hours in Criminal Justice Education OR in the graduate degree category, 1 semester hour in Criminal Justice Education (10/89). Instruction:

Major topics include: uses of chemical agents; history, effects, toxicity, decontamination procedures; and approved equipment and methods of delivery.

Investigation and Evidence Collection

Upon successful completion of the course. students will be able to engage in investigative techniques and collect and secure appropriate evidence and conduct institutional searches and seizures.

Instruction:

Major topics include: eye witness and rules of evidence; interrogations and statements; physical evidence; preliminary investigation; testifying in court; cell frisk role play; contraband and frisk; drugs and other contraband.

Legal Principles and Concepts

Upon successful completion of the course, students will be able to identify and describe legal principles and concepts applicable to correctional organization and administration.

Instruction:

Major topics include: use of force; inmate misbehavior, due process requirements, and misbehavior reports; isolation of protective custody and disciplinary cases, authorization and designation of these units; penal law; accusatory instruments; civil law; constitutional law; indemnification; laws of arrest; powers of a peace officer; search and seizure; legal authority and responsibility of correctional officers.

Practicum in Corrections
Location:

Learner Outcomes:

Version 1, 2 and 3: Upon successful completion of the course, students will be able to apply corrections theory and technique to actual field experiences.

Instruction:

Version 1, 2 and 3: Under direct observation and supervision of a corrections officer, recruits perform all duties of a corrections officer, including inmate contact, carrying batons, performing frisks, cell searches, and bar checks, and writing misbehavior reports. Recruits are oriented to emergency procedures, key control, use of radio and personal alarms, rules and regulations, securing procedures, count procedures, log book entries, frisk policy, housekeeping, and inmate movement policies.

Credit recommendation:

Version 1 or 2: In the lower division baccalaureate/associate degree category or in the upper division baccalaureate degree category, 3 semester hours as an Internship in Corrections in a Criminal Justice curriculum (12/98) (7/05 revalidation). Version 1 and 2: Upon successful completion of the course, students will be able to: show awareness and appreciation of major religious organizations and inmate subgroups and their impact on the correctional system; discuss epidemiology, care treatment, and psycho-social issues surrounding AIDS; discuss judicial process and procedures; recognize the distinction between graft and bribery; and recognize inmates with emotional problems and/or abnormal behavior.

Instruction:

Version 1 and 2: Major topics include: cultural awareness; major religious organizations, inmate organizations and unauthorized groups; AIDS seminar; court structure and procedures; ethics, graft, and bribery; attitudes in supervision; observation and personal perceptions, feelings, and prejudices that affect observation; recognizing abnormal behavior; hostage takers and surviving a capture experience; and the Stockholm Syndrome.
